Afganistan just completed it's vote for parliament. Now they have a constitution, a president and a congress like thingy. Apparently insurgents didn't disrupt much of the voting . It's kinda fun watching a democracy be born. Other than little blurbs, I'm not seeing much in the news on the significance of this event.
So the rule is apparently 4 years from when you attack America you become a democracy, but if you string us along for 10 years and force us to attack you twice, it takes a little longer. Iraq is just at the consitution stage now.
